Tokyo's public network is TOKYO FREE Wi-Fi, and the metropolitan government is moving it onto OpenRoaming, an international standard that encrypts the radio link and joins compatible access points automatically.1 By the end of fiscal 2024 it ran at 859 metropolitan facilities, and an August 2025 agreement with NTT East added public phone booths near major stations and parks.1
In cafés the scarce thing is often the seat. Since the pandemic, people on Japanese social media have used kafe nanmin (カフェ難民, café refugees) for those who can't find one, and a Shueisha survey found weekend waits of 30 to 90 minutes for cafés in Shibuya.2 Shimokitazawa and Nihonbashi & Tokyo Station have the most cafés with Wi-Fi, followed by Asakusa & Kuramae and Kanda & Jimbōchō.
Local tip: Check the door and the table for a time-limit sign before you settle in: at chains such as Tully's and Doutor, limits of 90 or 120 minutes switch on when shops get busy.2

Signing in to TOKYO FREE Wi-Fi
Setup happens once. You verify your identity with a Google account, Apple ID or LINE ID, after which the device connects by itself whenever it is near a compatible hotspot, with no limit on time or number of connections.3 Hotspots still on the older email login use an unencrypted radio link, and Itabashi City advises against typing IDs, passwords or card numbers over it.3
The network keeps growing through partners. Sophia University opened its Yotsuya and Mejiro Seibo campus networks to it in February 2026, with registration through a QR code on a green sticker.1
Time limits and laptop etiquette
Busy chains ration seats rather than bandwidth. Tully's Coffee has been able to set a 90- or 120-minute maximum stay at busy shops since 2022, and Doutor introduced a 90-minute limit in 2023.2 Asked by AERA in 2023, Doutor said it sets no uniform rule and applies the limit only at some shops.4
Saza Coffee posts a 60-minute limit at its entrance for when the café is full, and ordering more does not extend it; its president said the company wants customers who need outlets and the café's own aims to both be served.4 Outlets are konsento (コンセント) in Japanese.
