Café Wi-Fi in Dubai is easy to find; the bigger question is what you can do on it. Internet calling is regulated: the Telecommunications and Digital Government Regulatory Authority (TDRA) warns that using a VoIP app it has not licensed or approved may be a criminal offence, and Etisalat and du are required to block that traffic.1
Downtown, DIFC and Business Bay have the most cafés with Wi-Fi, ahead of Bur Dubai and Karama and then Jumeirah. In the towers they range from TEN 11 Coffee Boutique on Level 2 of the Dubai Mall's Fashion Avenue, open 10:00–22:00, to Apricot cafe, which serves 08:00–23:00.
Local tip: Make calls on a licensed app such as Botim, Zoom or Microsoft Teams, and switch to mobile data or your own hotspot for banking rather than a café network.14
Where these cafés are: Downtown, DIFC & Business Bay (10), Bur Dubai & Karama (9), Jumeirah, Satwa & City Walk (7), Umm Suqeim & Al Sufouh (4), Al Quoz & Alserkal Avenue (4), Dubai Marina, JBR & JLT (3), Al Fahidi, Al Seef & Meena Bazaar (1), Deira (1), Al Barsha & Barsha Heights (1).

The TDRA defines VoIP as any service that transmits and routes voice by Internet Protocol. Its approved list in 2022 included Microsoft Teams, Zoom, Google Meet, Cisco Webex, Slack, Botim and ToTok.1 When the UAE partly relaxed its VoIP ban in March 2020, WhatsApp, FaceTime and Skype calls stayed blocked.2
Dubai Police said in March 2015 that tampering with the internet through a VPN is a crime. Action may not follow from simply using one, but using a VPN in combination with other illegal acts can bring additional charges.2
Dubai Metro stations have free Wi-Fi, and so do bus stations including Satwa, Union, Al Ghubaiba and Gold Souq; each asks for a name, phone number and email address on a pop-up page.3 In most malls, the "WiFi UAE from du" network gives 60 minutes free after a one-time code sent by SMS to a UAE number, and visitors with foreign numbers may be asked for passport details.3
Lookalike networks are a known risk in busy places. Security experts quoted by Khaleej Times in December 2025 advised disconnecting if a login page asks for unusual credentials, a payment or an app download, and using mobile data or your own hotspot for banking and email.4
What's On's June 2026 list of work-friendly cafés included Julith Coffee & Roastery in Al Quoz, open daily 07:00–18:00, with quiet seating and soundproof private rooms.5 There are three of those rooms upstairs, bookable for meetings or solo work.6 RAW Coffee Company, a few streets away, also works as a co-working space, according to What's On.7
In Downtown, HEDWIG Specialty Coffee has Wi-Fi and opens 09:00–21:00, and The Health Spot Cafe on Al Abraj Street runs 07:30–19:30. The Lime Tree Cafe has Wi-Fi at its cafés on 4B Street in Al Quoz, on Sheikh Zayed Road and on Jumeira Street, each opening at 07:30. Subko, at Warehouse 15 of Alserkal Avenue, has Wi-Fi and outdoor seats.
For an early start, Les Floralies in Za'abeel 1 opens at 06:00 from Sunday to Thursday, and DED Cafe at 40 Jumeira Street serves only 07:00–12:00. In Karama, Park and Sip Cafe on 7B Street and Unwind Specialty Boardgame Cafe in Park Gate Residences, Zabeel, also have Wi-Fi.
At the other end of the day, BistroLounge in Bur Dubai, BW Cafe on Jumeira Street, Piccolo Mondo in Satwa and Delphi Cafe in Azizi Riviera have Wi-Fi around the clock. Cozy Cabana by Marasi Drive has Wi-Fi and stays open until 04:00, and Charcoal Garden in Dubai Marina until 03:00.
